Professional Experience
Jill McDowell is Counsel to Marshall & White. Her practice focuses on government contracting, federal grants, and corporate law.
Jill counsels clients regarding intellectual property rights, regulatory compliance, contract and subcontract negotiation, disputes, novations, mergers and acquisitions, government-wide acquisition contracts, conflicts of interest, procurement integrity, fraud, socio-economic preference programs, audits, terminations, and cybersecurity.
Jill also represents clients in the private sector and has served as counsel in corporate transactions totaling over a billion dollars. She regularly drafts, negotiates, and reviews a wide range of contractual instruments including teaming agreements, distribution agreements, prime contracts, subcontracts, software licensing agreements, data rights agreements, technology transfers, professional services agreements, and employment contracts.
Jill also has extensive experience with contract disputes and protests before the United States Court of Federal Claims, the boards of contract appeals, and the GAO. Jill also has significant experience helping companies defend against investigations, prosecutions and civil suits alleging fraud. She has advised clients before the Federal Communications Commission, Surface Transportation Board, Federal Energy Regulatory Commission, and U.S. Consumer Product Safety Commission.
Jill has served as an attorney for such prominent law firms as Mayer Brown, Crowell & Moring, and Miller & Chevalier and, prior to practicing law, was a Contract Specialist and Procurement Analyst for the United States Navy.
