Will Pannier is counsel to the Washington DC firm, Marshall & White, PC, with more than sixteen years’ experience in the areas of government contracting law, construction law and contractor claims, dispute resolution, corporate law, and compliance.  Mr. Pannier regularly advises both mid and large-cap companies in the government and construction sectors on an array of matters, including all aspects of the source selection process; contractor REAs and claims (including strategies for establishing quantum); prime/sub negotiations and dispute resolution; cost and pricing issues and audit strategies; claims and protest litigation before ASBCA, GAO and COFC; compliance and risk avoidance; and corporate governance and management strategies tailored to defense and construction contractors.  His practice also focuses on contractor integrity matters, including ethics, compliance, internal investigations, voluntary and mandatory disclosures, and civil false claims.

 

Mr. Pannier also lectures frequently on key subjects in government contracting and construction law, and is a thought leader and member in several key aerospace and defense industry organizations, including NDIA and AFCEA.  He has a strong background providing employee ethics, compliance and claims preparation trainings, both in-person to audiences of all sizes and via webinars and other virtual presentations.

 

Above all, Mr. Pannier has a strong and varied background that allows him to craft strategies and solutions for clients that take into account the unique relationships, rules and dynamics that exist in the government and construction sectors.  He was a member of the U.S. Air Force JAG Corps from 2001-2006, and then a senior counsel for the global law firm, Holland & Knight, LLP, from 2006-2017, focusing his practice in government and construction clients.  He has been a part of the aerospace and defense communities since coming to the Space and Missile Center (SMC) in 2003.
